RRI.CO.ID, Jakarta – State asset fund Danantara Indonesia has signed a cooperation agreement with ARM Limited, a leading British semiconductor and software design company, to strengthen Indonesia’s national chip industry. The framework agreement was signed in London on Monday, February 23, 2025.
The signing was carried out by Danantara CEO and Minister of Investment and Downstreaming/Head of Investment Coordinating Agency, Rosan Perkasa Roeslani, and witnessed by President Prabowo Subianto.
Several ministers, including Energy and Mineral Resources Minister Bahlil Lahadalia, Coordinating Minister for Economic Affairs Airlangga Hartarto, and Cabinet Secretary Teddy Indra Wijaya, accompanied the president.
Minister Airlangga Hartarto said the partnership follows President Prabowo’s directive to strengthen national technological independence. “This cooperation is a leapfrog in the digital ecosystem,” he said, as quoted on the Ministry of State Secretariat official website on Monday, February 23, 2026.
He emphasized that the partnership complements the government’s broader agenda of establishing food and energy security.
Minister Airlangga explained that Arm was chosen because it controls about 96 percent of global automotive chip technology and nearly 94 percent of chip design for data centers and artificial intelligence (AI). “This collaboration will enable Indonesia to master semiconductor technology. ARM is one of the companies that dominates the semiconductor market, particularly in design,” he said.
He added that the agreement lays the foundation for training 15,000 Indonesian engineers in the ARM ecosystem. “The goal is for them to master chip design technology. The cooperation will continue into the next generation of semiconductors, ensuring Indonesia develops capabilities in both semiconductors and design,” he said.
Rosan Roeslani said the collaboration is expected to have a broad impact on strengthening the national industry and advancing technological sovereignty. “As mentioned by the Coordinating Minister, the plan is to train 15,000 of our engineers, either by sending them abroad or by bringing ARM instructors to Indonesia with their training modules,” Rosan said.
