JAKARTA, KOMPAS.com – A member of Commission VI of the House of Representatives. Rivqy Abdul Halim, said he proposes State-Owned Enterprises Regulatory Agency (BP BUMN) to have an authority to reject rowk plan set up by Danatara Investment Management Agency (BPI Danantara).
Rivqy said the proposal was mentioned during the SOE Law Revision discussion.
“We propose for BP BUMN to have the authority to confirm or reject BPI Danantara’s work plan,” Rivqy said in a written statement on Sunday.
Besides, Rivqy said BP BUMN has to have the authority to confirm or reject SOE restructuring proposals by BPI Danantara. The agency should be able to reject mergers, takeovers, or spin-offs between SOEs by BPI Danantara.
“Naturally, any approval or rejection follows clear indicators and is intended to enhance the performance of state-owned enterprises for the benefit of the people,” said Rivqy.
Rivqy, the spokesperson of Partai Kebangkitan Bangsa (PKB) Faction, reminded the importance of prudentiality in managing state-owned enterprises. He added that SOE’s profits or loss are the responsible of the firm itself.
Related to this matter, the Commission VI agreed with the government can be audited by the Audit Board of the Republic of Indonesia (BPK).
“We are also pushing for the regulation of BPK’s authority to audit SOEs in accordance with existing laws and regulations,” he said.
He also noted that the revision of the SOE Law also serves as a form of evaluation by the government and the House of Representatives (DPR) of the governance of state-owned enterprises, which have been plagued by serious problems.
“SOEs have often been criticized for being unprofessional, even considered cash cows and tools for sharing power,” Rivqy said.
Brought to a Plenary Session
Previously, Commission VI and the Indonesian House of Representatives (DPR) agreed on Friday to bring the SOE Bill to a plenary session.
Several key points in the bill concern the status of SOE officials and employees and Danantara.
Furthermore, state civil servants (ASN) may not hold concurrent positions as commissioners, directors, or supervisors of state-owned enterprises (BUMN) and Danantara.
State-owned enterprises (SOEs) remain subject to audits by the Supreme Audit Agency (BPK) until the Ministry of SOEs is reorganized into the BUMN Regulatory Agency (BP BUMN).
