Jakarta, CNBC Indonesia – The Indonesian government and lenders will soon prepare a housing-specialized People’s Business Credit Program (KUR) as part of the efforts to expand house financing access for the public and small business owners.
Daya Anagata Nusantara Investment Management Agency (BPI Danantara) said the agency fully supports the program through state-owned lenders (Himbara) to help solving housing backlog of 15 million houses.
“That is the reason we’re giving interest subsidy of around 5.5-6% for the housing KUR, which we allocate Rp130 trillion for this year,” CEO BPI Danantara Rosan Perkasa Roeslani said when met at Balai Kartini Lippo Nusantara on Tuesday (15/9).
If housing loan absorption runs well, he said, then the opportunity to allocate a bigger budget for 2026 is open.
“So, we can see whether to increase housing KUR allocation next year by the ministry, by [Minister of Housing and Settlements] Ara,” he said.
Rosan noted that the Rp200 trillion funding for lenders from the Finance Ministry is already received by PT Bank Tabungan Negara (Persero) Tbk. (BBTN) amounting Rp25 trillion.
“It can be used properly to support housing programs, which are part of BTN’s responsibilities,” he said.
Coordinating Minister for Economic Affairs Airlangga Hartarto said the program will be launched soon on October 2025 in Surabaya, East Java. President Prabowo Subianto is scheduled to inauguratte the event.
“It’s planned for the middle of next month, the second week of October. The President has stated that he would attend,” said Airlangga when met at the Coordinating Ministry for Economic Affairs office on Tuesday (16/9).
Airlangga explained that besides housing KUR, the government also actively promotes KUR for migrant workers while strengthening KUR ecosystem which allow for an optimum disbursement.
“We will encourage the KUR ecosystem to achieve its goals, then secondly, it is also related to housing KUR, and thirdly, migrant worker KUR. So, we will encourage public awareness,” he said.
Minister of MSMEs Maman Abdurrachman explained that the current KUR program will be divided into four clusters: KUR for MSMEs, KUR for housing, KUR for migrant workers, and KUR for labor-intensive businesses.
The budget allocation for KUR for MSMEs is Rp280 trillion and KUR for housing is Rp130 trillion.
“We are currently preparing two agendas that will be held in October, between the first and second weeks,” Maman said when met at the Coordinating Ministry for Economic Affairs office on Tuesday (16/9).
From January to September 14, 2025, KUR disbursement reached Rp190 trillion for 3.24 million borrowers. This includes 1.05 million new borrowers and 1.08 million graduated borrowers—usually in microfinance or small business credit—who has “graduated” to a higher tier of loan, due to proven good repayment history and business growth, and now qualifies for larger or more commercial financing.
“Thank God, our KUR disbursement from January 1 to September 14, 2025, has reached Rp190 trillion,” Maman emphasized. When met at the Coordinating Ministry for Economic Affairs on Tuesday (16/9).
Minister of Housing and Settlements Maruarar Sirait explained that Rp 13trillion will be distributed to MSMEs, with another Rp117 trillion allocated for the supply side.
“Rp13 trillion has been allocated for MSMEs. Yes, that Rp13 trillion can be used for homestays, restaurant owners, online businesses, and so on. From the supply side, there’s Rp117 trillion. It’s already available for contractors, developers, and hardware stores,” he said.
